Abstract

В статье рассматривается проблема «fragile states» в международных отношениях. При этом вводится понятие «хрупкое» государство. Определяется сущность проблемы «хрупких» государств и ее характер. Выделяются истинные цели акторов, оказывающих помощь «хрупким» государствам, на основе анализа отношений «хрупких» государств и сильнейших держав мира, эффективность такой помощи (на основе материалов ООН и Всемирного Банка), и условия, необходимые для развития «хрупких» государств.
